Project Summary

This project, aligned with the National Strategy for Smart Territories (ENTI) and its reference architecture, aims to develop and implement a Digital Twin (DT) framework to support climate action governance in Portuguese cities. The initiative focuses on Porto, Lisbon, and Guimarães — all part of the EU Cities Mission — and includes capacity-building for the collaborating cities of Aveiro, Oeiras, and Famalicão. The proposed framework will integrate real-time data, predictive analytics, and scenario modelling, enabling improved decision-making processes and accelerating decarbonization efforts in line with the Cities Climate Contracts (CCC).

Project Objectives

  • Implement a Digital Twin architecture incorporating real-time data, forecasting, and scenario simulation in Lisbon, Porto, and Guimarães.
  • Promote replication and capacity-building so that other cities may adopt digital climate governance models.
  • Develop a scalable and interoperable model aligned with European standards, integrating data, indicators, and governance processes.
